Most owners I talk to here have already been through four, five, sometimes ten agencies. Every single one promised the same things. Three months of optimisation. A long, fancy onboarding. They came to your office, nodded along, acted like they really understood your business. Then they took a stack of cheques up front and, in some cases, ran your ads from their own account so they could hold it hostage if you ever tried to leave.
This story plays out constantly in Dubai. Here is why it keeps happening.
Marketing is the easiest business in the world to start
You do not need money, an office, a degree, or a licence. You are not a doctor or a lawyer. Anyone can print a logo tomorrow and call themselves a performance marketing agency. That is the trap, and it is completely legal.
In most industries, the barrier to entry filters out people who are not serious. A contractor needs a trade licence and proof of work. A financial adviser needs qualifications. A marketing agency needs nothing except a decent-looking Instagram page and the confidence to pitch.
So the market fills up fast with people who are genuinely good at selling themselves and genuinely bad at running ads.
Owners cannot tell the difference until delivery time
This is the part nobody talks about honestly. Most business owners are brilliant at what they do, whether that is running a clinic, a fit-out company, a law firm, or a logistics operation. They did not build their business by becoming experts in paid media. So when an agency walks in with a polished deck and a smooth onboarding process, it is very hard to know if there is real skill behind it.
The signals owners trust, a nice office, a confident pitch, a long client list on a slide, have almost no relationship to whether the agency can actually generate a qualified lead. So the decision comes down to who looks the part and sells the smoothest story.
Then the moment it is time to deliver, it turns into: reshoot this, post that, we need more content from your side, the market is tough right now. The agency is doing the annoying work back onto you because they have never properly run ads in their life.
The cheque-upfront model is the tell
A lot of these setups are structured to extract as much money as possible before the client figures out what is happening. A long onboarding buys time. A three-month minimum contract buys more. Holding the ad account hostage is the final lock-in.
By the time you realise the results are not coming, you have already spent a serious number of dirhams and signed away months of your calendar.
This is not a one-off bad experience. It is the standard business model for a large chunk of what calls itself the agency industry here.
What to actually look for
A few things separate real performance operators from people who are good at onboarding.
First, your ad account should be yours. Always. If an agency runs your campaigns from their own account, you do not own the data, the history, or the audiences you have built. The moment you leave, everything is gone. Any agency worth working with will set up and hand over the account from day one.
Second, ask them to show you live accounts, not case study slides. Anyone can make a slide. Seeing real campaign structure, real numbers, real decisions inside an account manager tells you immediately whether they know what they are doing.
Third, watch how fast the conversation turns to content and creative production. Agencies that cannot run ads tend to fill the retainer with deliverables you could have done yourself. Posting, reels, graphics. That is not performance marketing. That is keeping busy.
Getting out of a bad contract
If you are already inside one of these situations, the first thing to know is that most contracts have more exit room than the agency wants you to believe. The second thing is that switching without a plan just lands you in the same position with a different logo on the invoice.
The move is to get clarity on what the actual problem is, whether it is the strategy, the account structure, the targeting, or the offer, before you sign anything new.
